CERP is recruiting a Research Associate for the Governance project. This is a full-time position based at the CERP office in Lahore and may require travel to other urban and rural locations for fieldwork. The position will involve very frequent liaising with police, and other relevant collaborating partners. You will also have the opportunity to engage with leading economists and public policy experts from Harvard University, MIT, University of Chicago and LUMS.

Project and Position Description

The Governance Project is an exciting study of citizens’ interaction with state services, the reasons for changes or lack thereof in perceptions based on interventions initiated by the project team, and the potential policy implications of changes in allegiance from non-state to state actors. The aim of the project is to design, pilot, and implement various interventions which facilitate data collection on citizens’ perceptions and change in behavior.

Phase 1 of the project completed its roll-out by conducting surveys and field experiments in rural villages of Sargodha District in Punjab. The roll-out involved the completion of over 2000 surveys which was completed in October 2015, and has been subsequently drafted into a paper.

Phase 2 of the project will involve designing new exposure treatments/interventions to measure take up of police services over a period of time. The treatments will vary from information only, to possible assistance with navigating the criminal justice system. Through Phase 1 of the project, we have identified dispute resolution as a service where non-state actors are playing increasingly important roles and pose direct challenges to state authority. This has helped us develop specific “exposure treatments” pertinent to dispute resolution, establish partnerships with relevant players, and identify individuals at initial stages of a dispute, thus allowing us to measure the impact of the interventions on actual engagement in addition to survey and experimental outcomes. Specifically, we propose to introduce three types of “exposure treatments” about effectiveness of dispute resolution services at the individual level.

Job Description

Your primary responsibility will be

  • Coordinating between the research team and the stakeholders in Police by strong relationship building and timely and concise reports
  • Assisting in the design and development of the RCT interventions through field visits, market research and data analysis
  • Overseeing the piloting of survey and intervention design
  • Gathering and processing data from the police and field
  • Working with in-house teams and/or survey company to administer surveys and intervention roll-outs

An individual consultant for youth engagement with KP commission on status of women to advance women’s rights.

Purpose of consultancy:

The Khyber Pakhtunkhwa Commission on the Status of Women (KPCSW) is an autonomous body and is tasked with monitoring the implementation of the Khyber Pakhtunkhwa Women Empowerment Policy framework, among others. This include advocacy for policy and legislative reforms, collection and use of robust and reliable data; and establishing systems for monitoring and addressing violations of women’s rights, including at district level. In order to play its role effectively KPCSW aims to engage with, and build capacity of stakeholders particularly youth (boys, girls, and young Transgender people) on preventing and mitigating gender based violence. Meaningful socio-economic and political engagement opportunities to youth is a necessary condition for enhancing human development in Pakistan.

In this regard, an individual consultant is sought to undertake mapping of youth focused and youth led organizations in KP, including academic institutions and mapping of training/learning material for youth developed by CSOs/donors/technical aid agencies for Pakistani youth. The products of this exercise would be used in two “Youth Forums” each of two days in Peshawar. The target audience for these forums are young boys, girls and young Transgender people of age 18-25.

Scope of Work:

Overall Objective:

This assignment aims to enhance KPCSW’s engagement with youth to advance women and girl’s rights and to address GBV.

Key Activities:

The consultant will undertake following activities:

  • V Mapping of youth focused and youth led organizations, and academic institutions engaged with youth in KP
  • Develop and submit a work plan outlining methodology and timelines for: (1) mapping of youth focused, youth led organizations and academic institutions engaged with youth; and (2) preparation of resource materials for the youth forums.
  • Conduct a desk review of key documents on gender equality, youth engagement and development and youth organizations, with particular focus on Khyber Pakhtunkhwa.
  • Carry out mapping of organizations working with youth and academic institutions engaged youth in KP and prepare a Youth Directory.
  • v  Development Learning Material for Youth Forums/Workshops
  • Mapping of training/learning material for youth developed by CSOs/donors/technical aid agencies for Pakistani youth.
  • Develop a training package/learning material to use during youth forums/workshops.
  • v  Facilitated youth Forums/Workshops
  • Identify and review national, regional and international good practices on youth engagement for gender equality.
  • Develop and submit a concept note on methodology and design of youth forums/workshops.
  • Plan, organize and facilitate youth forums on GBV and role and functions of KPCSW and DCSWs, and develop action plans for districts.
  • Based on review, mapping exercise and learning from forums, identify and suggest areas of capacity building for youth.
  • Devise and recommend a mechanism to build linkages between DCSWs and youth in district to facilitate access to GBV prevention and referral services.
  • Devise and present a follow-up mechanism for district level action plans.

Required expertise, qualifications and competencies, including language requirements:

Education:
